Harvard University is currently facing a significant influx of transfer requests from international students following recent measures by the Trump administration aimed at restricting foreign scholars' presence in the United States. According to university officials, there is widespread concern and confusion among the international student body, with many experiencing emotional distress due to visa denials and uncertainties about their legal status.
Maureen Martin, Harvard's director of immigration services, revealed in a sworn affidavit that numerous international students have inquired about transferring to other institutions amidst growing fears over their safety and immigration standing. "Harvard has been inundated with questions from current international students and scholars about their status and options," she stated.
These developments come after the administration sought to revoke Harvard's authorization to host international students and researchers, prompting legal challenges from the university. While a federal judge recently issued a temporary injunction to halt the administration's move, the resulting uncertainty has caused significant distress on campus.
International students constitute over 27% of Harvard's 2024–25 enrollment, underscoring the profound impact of these policies. Martin emphasized that many affected students are experiencing considerable emotional strain, which is interfering with their academic focus. Additionally, some international students declined to attend graduation ceremonies for fear of being denied re-entry into the United States.
Beyond international students, concerns have extended to domestic enrollees who worry that Harvard's global stature may be compromised, prompting some to consider transferring. Martin also noted that despite the judge's injunction, visa application denials have not been reversed. The case is set for a hearing this Thursday as Harvard pursues a permanent injunction, characterizing the administration's actions as "unconstitutional and discriminatory."
