US Advises Caution for Travelers to India Amid Crime and Terror Threats
The US Department of State has maintained a Level 2 travel advisory urging American citizens living in or traveling to India to exercise increased caution. The advisory highlights ongoing concerns related to crime, terrorism, and regional unrest across several parts of the country.
Heightened Security Concerns Across Key Regions
Updated on June 16, 2025, the advisory stresses the presence of violent crime, including sexual assault, which occurs even at popular tourist sites. Women, in particular, are cautioned against traveling alone and advised to remain vigilant, especially in rural areas where access to emergency support may be limited.
Specific hotspots include the Union Territory of Jammu and Kashmir, where travel is strongly discouraged except for eastern Ladakh and its capital, Leh, due to terrorism and civil unrest.
- Terrorism and civil unrest risk persist, particularly along the Line of Control (LOC) between India and Pakistan.
- Violent incidents have taken place in tourist destinations such as Srinagar, Gulmarg, and Pahalgam.
- Travel near the international border is advised against in light of potential armed conflict.
Warnings About Extremist Activity and Legal Restrictions
The advisory further highlights activity from Maoist extremist groups, often known as Naxalites, active across various states including Bihar, Jharkhand, Chhattisgarh, and Odisha. Travelers are urged to avoid these regions.
Additionally, the possession of satellite phones or GPS devices is strictly prohibited in India, with penalties that include fines up to $200,000 or imprisonment for up to three years.
Important Travel Recommendations for US Citizens
Americans planning to visit India are encouraged to take several precautions:
