The United States government has introduced a new visa restriction policy specifically targeting foreign nationals accused of infringing upon the free speech rights of American citizens abroad. This policy was announced by Secretary of State Marco Rubio on May 28, 2025.
According to Rubio, the restrictions will apply to foreign officials and individuals who are complicit in censoring Americans. This includes those who impose fines, harass, or bring criminal charges against US citizens for expressing their views outside the country.
"For too long, Americans have faced fines, harassment, and criminal charges by foreign authorities for exercising their free speech rights," Rubio stated in a post on X. He emphasized that free speech is a fundamental American value and a birthright that foreign governments have no authority to suppress.
While the State Department has not disclosed specific individuals or countries that will be targeted, Rubio stressed that the administration is adopting a tougher stance. "Foreigners who work to undermine the rights of Americans should not enjoy the privilege of traveling to our country," he said.
Rubio further highlighted that this policy signals an end to passive responses towards foreign actors undermining American rights, whether in Latin America, Europe, or other regions.
Details regarding the policy's implementation and the criteria for determining visa ineligibility have not yet been released by the State Department.
