Istanbul, May 28, 2025: Russian and Ukrainian negotiators convened in Istanbul on Friday for their first direct peace talks in more than three years, marking a significant diplomatic step amid Europe's deadliest conflict since World War II.
The meeting took place at the Dolmabahce Palace on the Bosphorus, featuring representatives from both sides alongside a Turkish delegation. Turkish Foreign Minister Hakan Fidan delivered opening remarks as the talks commenced.
This session represents the first face-to-face dialogue since March 2022, shortly after Russia’s invasion of Ukraine. Despite the historic nature of the encounter, expectations for a major breakthrough remain low, especially after former US President Donald Trump stated that progress hinges on a personal meeting with Russian President Vladimir Putin. Trump indicated readiness to meet Putin soon as part of efforts to facilitate peace.
Kyiv's Conditions for Peace
The Ukrainian delegation emphasized that peace negotiations must include a 30-day ceasefire, the return of abducted Ukrainian children, and the release of all prisoners of war. Ukraine continues to push for immediate de-escalation to prevent further casualties.
Russia expressed willingness to discuss a ceasefire but voiced concerns that Ukraine might exploit a pause to reinforce military capabilities and secure additional Western weapons. Moscow also presented a list of questions to guide the dialogue.
Accusations from Ukraine and its allies indicate skepticism about Russia’s commitment, alleging President Putin is using negotiations to stall while continuing military advancement.
Diplomatic Dynamics and Observers
The direct talks were suggested by Putin, though he declined Ukrainian President Volodymyr Zelensky’s proposal to meet in person, delegating mid-level officials instead. Ukraine reciprocated by appointing negotiators of similar rank.
Also present in Istanbul were US officials including Secretary of State Marco Rubio and Trump’s Ukraine envoy Keith Kellogg, who engaged in separate meetings. Rubio expressed a tempered outlook on the negotiations, stating that a major breakthrough was unlikely but hopeful for positive news.
Meanwhile, on the ground, Russia reported capturing an additional village in eastern Ukraine. Ukrainian media outlets announced an air raid alert and explosions near the city of Dnipro moments before the talks began.
